Thanks! I think we used sand. Small dry bean would work too. We filled a latex glove and put it inside the outer glove.

Thanks Robyn! I used construction paper. Needs to be something very lightweight or it will make the balloon faces stare at the ground. :)

I think I used construction paper for the masks and the colored eye parts and then typing paper for the whites of the eyes.
