A stiffened white felt small party hat covered in burlap, decorated with a baby blue hot air balloon with pale yellow 1 and white ric rac design, trimmed with mini white pom poms along bottom and a matching yarn pom pom on the top. Attached to 1/8" elastic to be worn comfortably like a headband. Diameter of hat is 4", and height 5.5".

5 white felt pennants covered in burlap decorated with blue letters ONE and yellow hot air balloons on ends with matching yarn pom poms. Attached to a 1/4" satin ribbon for hanging.
