Thank you everyone! I used 8 pieces of tissue for each ball, you accordian fold the tissue secure the middle with pipe cleaner, round the edges with scissors then carefully pull each layer of tissue apart. Doesn't take long, you can hang them with fishing line or ribbon. Below is a tutorial by
