I used scarlet, gold, and white to create this fun garland. Each tassel is make of one whole sheet of tissue and is wrapped at the top with gold washi tape. I tie each tassel to sturdy, natural cotton twine so you can hang them from a balloon or at a deep swoop without the tassels slipping. They're still loose enough that you can place them closer together or further apart if you'd like.
