each baggie is 2.45" x 3.6" after assembling

There are instructions on the PDF of where to cut and where to fold. Folding is easier if you score first on the dotted lines.
You can use the tab to close the bags, or cut off the tab and staple the bags shut, or punch 2 holes in the top of the bag and tie a ribbon to close it.

Making the heart window is optional. There is a heart graphic there (click through listing photos above to see the file set-up) that says "Be Mine" On the back, there is a white heart with "from" and plenty of space to write a name.
